Florida Sen. Rick Scott’s “Drones For America Act” Seeks To Ground Chinese Threats

A New Era of American-Made Drones Takes Flight

Senator Rick Scott (R-FL) unveiled the Drones for America Act on Wednesday, a legislative push aimed at bolstering U.S. national security and championing American manufacturing in the rapidly evolving drone industry.

This bill builds on Scott’s efforts to curb the presence of Chinese-made drones and components in the United States, citing them as a significant national security risk.

The proposed legislation outlines a clear timeline for phasing out Chinese drone technology: a full ban on Chinese-manufactured drone systems by January 1, 2028, and Chinese-manufactured components by January 1, 2031. To facilitate this transition, the act will implement gradually increasing tariffs on these items until the bans are fully in effect.

But the “Drones for America Act” isn’t just about what’s out; it’s also about what’s in. The revenue generated from these tariffs will directly fund a new grant program.

This program, a cornerstone of the bill, is designed to support the procurement and development of U.S.-manufactured drones and components. The beneficiaries? Our nation’s vital first responders, law enforcement agencies, farmers, ranchers, and other critical users.

Scott has been a vocal proponent of this shift for years. He successfully championed his American Security Drone Act as part of the FY24 NDAA and further advanced these efforts by securing provisions from his Countering CCP Drones Act in the FY25 NDAA. The “Drones for America Act” is the latest, comprehensive step in this ongoing mission to reduce U.S. reliance on Chinese drone technology and empower domestic industries.

“For years now, I have been working to stop Communist China from pushing drones and other items into U.S. markets for use by our military and everyday Americans because of their clear national security risk,” said Senator Scott. “Communist China is our adversary, willing to use every tool at their disposal to destroy us, and they have been using technology like drones to spy on our citizens, our lands, our military, and our government.”

Scott emphasized the economic benefits as well: “As we work to build American manufacturing and stop our reliance on our adversaries, my new bill, the Drones for America Act, will work to phase Chinese-made drones and components out of the market and give domestic industries the opportunity to compete and thrive. This is a critical bill to protect our national security and American families, and stop fueling Communist China’s ambitions for global domination.”

“The Drones for America Act represents a pragmatic approach to strengthening U.S. leadership in drone manufacturing and reducing dependence on adversarial suppliers,” said Michael Robbins, President and CEO of the Association for Uncrewed Vehicle Systems International (AUVSI).

He added that the legislation will support public safety, agriculture, and infrastructure operators in transitioning to trusted domestic and ally-sourced platforms, while also helping component suppliers through grants and increased demand.

The “Drones for America Act” marks a significant legislative effort to reshape the U.S. drone landscape, prioritizing national security and fostering a robust domestic drone manufacturing sector.
