Michigan Man Pleads Guilty To Concealing Cryptocurrency Donations To ISIS Terrorist

From Digital Currency to Destructive Ideals: Pratt’s ISIS Plot Exposed

Jibreel Pratt, a 26-year-old Detroit resident, pleaded guilty last week to two counts of concealing cryptocurrency donations intended for the Islamic State of Iraq and Al-Sham (ISIS), a designated foreign terrorist organization.

According to the plea agreement, Pratt’s illicit activities began in February 2023 when he initiated contact with a Confidential Human Source (CHS), whom he believed to be an ISIS member capable of facilitating overseas travel to join the terrorist group.

Over several months, Pratt expressed his strong desire to join ISIS, even recording a video pledging allegiance to its leader.

Beyond his personal aspirations to join ISIS, Pratt actively provided the CHS with a trove of tactical information and ideas. These included proposals on how ISIS could utilize drones and remote-controlled cars for explosive delivery, strategies for organizing intelligence operations, and methods to enhance their air defense systems.

Crucially, in March and May 2023, Pratt sent Bitcoin to the CHS. These cryptocurrency transfers were intended to fund the travel of other individuals purportedly joining ISIS or to support an individual Pratt believed would commit an act of violence in ISIS’s name. To mask these transactions, Pratt employed a privacy-focused VPN and an application designed to encrypt private keys and transaction data, demonstrating a deliberate effort to conceal his actions.

“Jibreel Pratt has many talents. And he swore a binding oath to use them to help ISIS—a genocidal anti-American terrorist organization,” stated U.S. Attorney Gorgon. “Pratt meticulously plotted to support ISIS and covertly sent them money to further their evil works. We will find the terrorists operating in our shadows and bring them to justice.”

Special Agent in Charge Cheyvoryea Gibson echoed these sentiments, emphasizing the FBI’s commitment to combating terrorism. “Today’s guilty plea by Jibreel Pratt underscores the serious threat posed by individuals who attempt to support foreign terrorist organizations known for violence and human rights abuses,” Gibson said. “The FBI remains unwavering in its commitment to protecting the American people from those who seek to carry out or orchestrate acts of terrorism. This outcome reflects the strength of our partnerships with law enforcement and intelligence agencies, as well as the dedication of our Joint Terrorism Task Force. The FBI in Michigan will continue working relentlessly to disrupt any plot that threatens the security of our nation.”

Sentencing for Jibreel Pratt is scheduled for November 13, 2025. A conviction for concealing the financing of terrorism carries a maximum penalty of 10 years in prison, a $250,000 fine, or both. As part of the plea agreement, the parties have agreed to a recommended sentence of nine years in prison.
