Greece is 7% foreign. 52% of its prisoners are foreign.    Switzerland 27% vs 72% Austria 20% vs 53% Germany 15% vs 47% Italy 9% vs 32% Finland 7% vs 23%   Same story across the West. Western Europe is selecting for importing a younger, more male cohort from higher crime source countries.   The biggest foreign inmate block is people smuggling and narcotics.    If the population mix did not change the crime mix, the bars would look like Ireland’s. They don’t.
